永住権取得について

今回は、2019年8月現在の最新情報を基にした技術独立永住ビザの情報について書いていきますね。（※当ブログは基本的にブログ管理人の体験に基づいて書いていますので、他のページの永住ビザの情報に関しては2000年～2008年あたりの情報をもとにしています。）

最新情報は、必ず素人のブログやサイトではなく、オーストラリアのイミグレーションのホームページで確認してください。中にはビザコンサルタントと名乗っていながら、古い情報をホームページに載せているところも多々ありますので、そういった情報に踊らされないよう気を付けてください。

さて、本ページを執筆したときの情報ソースですが、オーストラリア政府の以下のページを参考にしています。

では早速オーストラリア永住ビザの最新情報（2019年8月時点）を書いていきますね。

■パスマークについて

パスマークというのは、各条件で加算されるポイントの合計がこの点数に達したらビザがもらえるというものです。2019年8月現在においてのパスマークは60点となっています。

Skilled - Independent (subclass 189)：60
Skilled - Sponsored (subclass 190)：60
Skilled - Regional Sponsored (subclass 489)：60

1.　年齢点

年齢によって、もらえるポイントが異なります。若すぎる人は、職業経験がすくないですから点数が低いです。

そしてある程度働いた経験があるであろう、かつ、若い世代が一番点数が高くなっています。そこからは年齢が上がるほど点数は低くなります。これは若い人ほど働く期間が長いので、税金をオーストラリアに落としてくれる期間が長い事に基づいています。

18-24 (inclusive)：25点
25-32 (inclusive)：30点
33-39 (inclusive)：25点
40-44 (inclusive)：15点

2.　英語ポイント

（Points for English Language Ability）

IETLSという英語のテスト結果によってもらえるポイントです。

Superior English - person has a score of 8 or more in the English Language Testing System (IELTS) in each of the four test components：20点
Proficient English - person has a score of 7 or more in the English Language Testing System (IELTS) in each of the four test components：10点
Competent English - person has a score of 6 or more in the English Language Testing System (IELTS) in each of the four test components：0点

3.　オーストラリアにおけるオーストラリア指定の職業での雇用経験ポイント

（Points for Australian Employment in nominated skilled occupation or a closely related occupation）

これは、過去10年間において働いている期間が長い人は点数がたくさんもらえ、少なくなるほど点数が低くなります。

At least eight and up to 10 years (of past 10 years)：20点
At least five but less than eight years (of past 10 years)：15点
At least three but less than five years (of past 10 years)：10点
At least one but less than three years (of past 10 years)：5点

4.　海外におけるオーストラリア指定の職業での経験ポイント

（Points for Overseas Employment in nominated skilled occupation or a closely related occupation）

これは、オーストラリアがほしがっている職業で海外での経験がある人がもらえるポイントです。

At least eight and up to 10 years (of past 10 years)：15点
At least five but less than eight years (of past 10 years)：10点
At least three but less than five years (of past 10 years)：5点

5.　オーストラリアまたは海外での教育ポイント

（Points for Educational Qualifications）

教育に関するポイントです。平たく言うと学歴によってもらえるポイントが違います、という事です。

Doctorate from an Australian educational institution or other Doctorate of a recognised standard：20点
At least a Bachelor degree, including a Bachelor degree with Honours or Masters, from an Australian educational institution or other degree of a recognised standard：15点
Diploma or trade qualification or other qualification completed in Australia, or qualification or award of recognised standard：10点

6.　オーストラリアでの教育ポイント

（Points for Australian Study Requirements）

オーストラリアで就学した人にはポイントをあげますよ～というものです。

One or more degrees, diplomas or trade qualifications awarded by an Australian educational institution and meet the Australian Study Requirement：5点

7.　認定された言語のポイント

（Points for Credentialled Community Language Qualifications）

認定された言語で翻訳・通訳の資格を持っている場合、このポイントがもらえます。（NAATI認定の資格でなければいけません）

ちょっと調べたのですが、日本語は認定されていますので、日本語の翻訳・または通訳の資格をNAATIで持っている人はもらえます。

You can receive five points for credentialled community language at the time you are invited to apply. Credentialled community langue is accredited by the National Accreditation Authority for Translators and Interpreters (NAATI)：5点

8.　地方就学ポイント

（Points for Study in a Regional Area of Australia）

地方都市の学校に就学したのであればポイントがもらえるという事ですね。シドニーとかメルボルンではこのポイントはもらえません。

You can receive five points if you meet the Australian Study Requirement to have lived and studied in regional Australia or a low population growth metropolitan area at the time you are invited to apply：5点

9.　パートナーポイント

（Points for Partner Skill Qualifications）

これは旦那さんがビザを申請する場合は奥さんの、そして奥さんが申請する場合は旦那さんの資格によってポイントをくれるというものです。条件は年齢と英語力、職業の3つ。これは最低限でも大丈夫です。

A suitable skills assessment in a nominated occupation on the same Skilled Occupation List used for your application：5点

10.　プロフェッショナルイヤーポイント

（Points for Professional Year in Australia）

過去4年間のうち最低12か月のプロフェッショナルイヤーを経験するともらえるポイントです。

You can receive five points for having completed a Professional Year in Australia in the four years before you are invited to apply.Your Professional Year course must have been in your nominated skilled occupation or a closely related skilled occupation. The course must have lasted for a period totalling at least 12 months：5点

11.　州政府によるスポンサーポイント

（Points for Sponsorship by State or Territory Government）

これはサブクラス190のみに適用できるポイントです。州政府からのスポンサーの場合はポイントがもらえます。

Nomination by a state or territory government under a state migration plan, for the purposes of a subclass 190 application:5点

12.　州政府もしくはその家族によるスポンサーポイント

（Points for Nomination by State or Territory Government or Sponsorship by an Eligible Family Member）

サブクラス489のみに適用されるポイントで、認定された地域にて一定期間住み、働かなければいけません。

Nomination by a state or territory government under a state migration plan, or sponsorship by an eligible relative, to a regional area for the purposes of aa subclass 489 application：10点

■オーストラリアの永住ビザを取得するためには。

オーストラリアの永住ビザは、上の年齢点から始まるポイントで合計が60点以上であれば取得できます。
